Power steering oil runs through the power steering rack and the power steering pump, It can be contaminsed by wear inside the system and the mechanical moving parts and deterioration of the rubber and metal hosing internally and can cause contaminants and cause wear in the moving parts. 
 
It can also cause the oil seals to leak. 
New power steering oil refreshes the sytem and helps lubricate and cool the power steering pump and rack.
